What is a Public Record? A Public Record includes any writing prepared, owned, used or retained by the City in the conduct of its official business, regardless of its physical form or characteristics. Writings include information recorded or stored on paper, computers, e-mail, or audio or visual tapes.
Where can I view Building Permits and similar permits? You can view Building Permits and similar permits at Cathedral City City Hall. The following information relates to building permits:
ANYTHING PRIOR TO ISSUED STATUS (in review, application, fees due):
- No info shall be released.
- If matter is urgent, consult with Building Official
ACTIVE PERMITS:
- Via public records request, we may release the following.
- Address, Permit Type, Owner**
- Public may come to the counter make sketches, take notes and supervised by Building Staff (no photos)
- If the public asks, we can verbally notify the public there is an active permit at a specific address** (see above)
- The documents must stay in our possession
- Do not release the following.
- Copies of construction plans
- No photos of construction plans
- No electronic copies of plans (email, PDF’s)
- Contractor or applicant info
FINALIZED/CLOSED PERMITS:
- File becomes public record and may be released via public records request.
- With the exception of stamped plans (architect, engineer etc). They will need to obtain a release from the Licensed Professional
Is the City required to create a document when responding to a Public Records Request? The City of Cathedral City provides access to existing public records in its possession. The City will not create new records not currently in existence. The California Public Records Act does not require the City to create a document or compile a list in response to a request. The City is only required to produce specifically identifiable documents currently in existence.
How long do I have to wait for a response to my request? Per CA government code 6253(c) you will receive a response within 10 calendar days. If the request requires extensive research a total of 14 days may be given with a written response on why the extra time is needed.
Is there a charge for records?
Electronic copies, if available, are provided at no cost. Printed copies are $0.10 per page for 8 ½” x 11” black and white copies. Additional costs may apply for other sizes and/or color copies and postage. The City of Cathedral City requires individuals requesting oversized documents or records maintained on non-paper media to hire a bonded copy company to duplicate records. The cost of the duplication is the responsibility of the requestor.
